Set the limit for each chatbot

The max number of api key in openai is 25 api key per account. So when we have more that 25 client, we need to use the same api key. Sometimes client do not want the hustle to create their own api key and expect a bundled solution. So, feature that can set limit the usage of each chatbot is urgently needed.
